This data layer is the Lake Recreation Metric of the Parcel Environment Benefit Assessment Tool (PEBAT). It was developed by the University of Minnesota. PEBAT was created to assist in the prioritization of public land acquisitions in Minnesota. It uses the 40-acre public land survey parcels as summary units and has 11 metrics. The Lake Recreation Metric prioritizes protection of land that influences water quality in lakes that are important to public recreation. It combines information on lake accessibility, sensitivity to phosphorus pollution, amenities, and visitation. Boating and lake-side recreational activities are popular and economically important in Minnesota. Maintaining the water quality of these lakes is a public priority.
