This data layer is the Risk of Conversion Metric of the Parcel Environment Benefit Assessment Tool (PEBAT). It was developed by the University of Minnesota. PEBAT was created to assist in the prioritization of public land acquisitions in Minnesota. It uses the 40-acre public land survey parcels as summary units and has 11 metrics. The Risk of Conversion Metric predicts the probability that a parcel of land will convert from natural to developed. Parcels of land that are at a high risk of conversion from a natural state to a developed state are often targeted for protection in an effort to maintain the ecosystem services they provide.
